Officer Appointments
On April 21, 2026, Karen (Treasurer) resigned at 11:40 AM and Tammy (Vice President) resigned at 1:13 PM via email. Per Article 4, Section 4.3 of the Seacoast POA Bylaws (Vacancy and Replacement), the board appointed two new directors to fill the vacancies.

New board members David Anderson and Todd Vannoy introduced themselves and addressed questions from homeowners in attendance regarding their appointments and roles.

Old Business — Status Updates
- D&O Insurance: Directors & Officers policy procured through Johnson & Johnson — March 27, 2026
- Signage: Street/gate private road, speed limit, and dock signs installed — March 28, 2026
- Facebook Group: Seacoast Estates private Facebook group created — April 18, 2026
- Lawn Test Cut: Test cut completed by PruittScapes LLC — April 9, 2026
- Gate Electrical: Hardwire work completed April 25; Chelco application submitted April 27; electrical inspection completed April 28. Chelco has all necessary information and payment — awaiting scheduling to energize the line, after which the gate company will reset the code.
Lawn Maintenance Services Motion Approved
The board reviewed bids from two vendors for common area lawn maintenance:
- PruittScapes LLC: $1,850 per cut, required twice monthly — $3,700/month total
- Ricardo's Lawn Service: $1,800/month — mows Seacoast Way, Holley Lake Ct, and Water's Edge Ct weekly; mows around the lake minimum once per month (more often at same rate if needed); will also clean up the land bridge between Lakes Holly and Seacoast
Motion approved to engage Ricardo's Lawn Service at $1,800 per month. The board also discussed the need to address removal of downed trees, which was not resolved and will be followed up.
ACC Form Revision & Short-Term Rental Clarification Motion Approved
The board discussed short-term vacation rentals (STVRs) and clarified the applicable CCR language:
- CCR Section 3.4(b) prohibits commercial short-term vacation rental of accessory dwelling units: "The accessory dwelling unit shall not be available for commercial short-term vacation rental to any person."
- Per Walton County, a short-term vacation rental is defined as any unit rented to guests more than three times in a calendar year for periods of less than 30 days, or advertised or held out to the public as regularly rented to guests.
- The CCRs do not explicitly prohibit rental of the primary residence. However, concern was raised that such rentals could constitute a "commercial business," which is not permitted under the CCRs. Legal context was provided noting a Walton County court precedent where similar restrictions were found unlawful.
- The previously approved paper ACC form incorrectly stated that no short-term rentals are allowed of any kind; this form is no longer to be used.
The board agreed to: eliminate the old ACC paper form; replace it with the online submission form at seacoastpoa.org; and update the acknowledgment statement on the online form to include: "I acknowledge that I have read and understand the Covenants, Conditions, and Restrictions (CCRs) of Seacoast POA and agree to comply with all rules, guidelines, and requirements outlined therein as part of this application."
Further discussion on the exact interpretation of rental restrictions and accessory dwelling unit guidelines was tabled for a future meeting.
Security Cameras at Front Gate Motion Approved
Andrew recommended activation of two solar-powered security cameras at the front gate (provided by the developer) at $229 per camera per year (50 GB storage). The gate has previously been vandalized, making security a priority as the gate nears full operation.
Motion approved. The board also discussed the possibility of relocating one camera to the dock and adding additional security coverage in the future.
Property Insurance Tabled
The board discussed property insurance options but tabled the decision pending further information on coverage details — particularly regarding vandalism, wildlife incidents, gate, dock, and business personal property coverage.

- Andrew Contact Ricardo's Lawn Service to begin work as soon as possible and oversee initial performance.
