Developer Transition Minutes Motion Approved
Developer Transition Minutes dated December 18, 2025 were approved.
Old Business — Status Updates
- Complete — HOA Training: HOA training class completed for all three board members.
- In Process — Developer Records: Receipt of all records from the developer is still in process.
- Complete — Banking & Admin Setup: Bank account, checks, P.O. box mailing address, and Zoom setup completed. Karen completed these items after receiving the check from Patten on February 24, 2026.
- Received — Mailbox Keys: Andrew received keys and will distribute to owners upon request. Tammy noted there are two sets of mailboxes: one in the gated area and one on the cul-de-sac.
- In Process — Street Signs: Karen reported that a "Private Road" sign, a "Seacoast Way" sign, two wildlife warning dock signs, two small gate signs, and speed limit signs were ordered as part of initial setup costs.
- Complete — State of Florida Annual Reports: Tammy completed the Sunbiz update for the new board on December 23, 2025. Karen paid the Sunbiz annual report on March 9, 2026.
- In Process — Architectural Control Committee (ACC): The board received ACC volunteer candidates to be confirmed under New Business.
- In Process — Gate: Karen Feerick began working on the project March 24, 2026. Expected completion within one month. Working with Steve Guy (Patten project manager), Don Earley (electrical contractor), and Cameron at CHELCO. Hardwiring to be completed at Patten's expense because solar panels are insufficient to properly power the gate.
In Process — Financial & Administrative Report
Karen Feerick reported that a copy of the end-of-February bank statement was emailed to an owner upon request with full documentation. Annual maintenance dues invoices were emailed to all owners with a due date of March 31, 2026. The invoice includes the late fee policy and collection procedures compliant with the CCRs.

Financial Action Items
- Set up a savings account to earn interest on reserve funds.
- File a lien against the delinquent owner after sending a certified letter on 3/2/2026 and a first-class letter on 3/24/2026. Treasurer confirmed that any maintenance charge not paid on or before the due date shall bear a late fee of 15% (CCR Section 2.2c).
Motions Approved on ACC Issues
- Approved Motion to refund $500 to three homeowners (Robinettes, Schracks, Georges) who had previously paid ACC fees to the developer.
- Approved Motion to establish a board policy to collect a $500 ACC fee only when there is no functioning internal ACC Committee. External quotes for ACC duties and enforcement were approximately $900+ per month.
New Business
ACC Appointments
- Approved Motion to certify two ACC members: David Anderson and Jennifer DuBois (Andrew Wargo's wife).
ACC Form
- Approved Motion to use ACC Form 2, which includes most CCR requirements and requires the owner's signature agreeing to all restrictions outlined in the CCRs. Required for all construction and must be approved prior to any construction beginning. An electronic option developed by David Anderson was to be presented at the next meeting.
Facebook Page
- Approved Motion to create a new POA Facebook page with a POA email address for administrative control.
Website
- In Process Andrew tabled the "communication website" pending additional community feedback. David Anderson offered a free website he developed (SeacoastPOA.com/.org). Tammy and Karen expressed concerns about a single point of failure controlled by one owner and recommended a more secure long-term option such as PayHOA.com ($99/month) or FrontSteps.com ($250/month).
Open Board Positions
- In Process Secretary and Director-at-Large positions remain open; one additional ACC position is also open. Volunteers will be solicited using the formal method previously used by Patten. Voting will require electronic and/or mailed ballots per legal requirements.
Quotes & Budget Items
- Lawn Maintenance — Test Cut Approved: PruittScapes LLC approved for a test cut at $1,850 for more than 30 acres. The board will evaluate growth rates before scheduling future mowing. A bush hogging quote was discussed but not approved. Four quotes were reviewed in total.
- D&O Insurance — Approved: Directors and Officers insurance approved for immediate payment. Two quotes were received. General Liability and Umbrella coverage were denied by several carriers due to incomplete development. Tom Leach (Lot 54) offered an insurance broker contact.
- Community Signage — In Process: Proposals ranged from $9,000 to $15,000 for custom, hurricane-resistant, permanent signs. Karen proposed one sign at the entrance and one at the dock area. Some owners objected to high-end signage. Decision postponed pending feedback.
Homeowner Comments
- Jennifer DuBois raised environmental concerns about herbicide use that can lead to Parkinson's disease and cancer, and wanted this noted before any vote is made.
- Tom Leach stated he would be volunteering more and offered to share his insurance broker contact.
- David Anderson stated he did not approve of expenses being paid with his money and also wants to show the board a demo of his website.
- Darrell Schrack asked: "If nobody lives there, why do we need signs?"
- David and Karen Feerick requested volunteers to install signs on March 28, 2026.
- Mike Idoni requested that future meetings be scheduled at more accessible times.
- Andrew Wargo noted there was significant discussion among attendees about short-term rentals.
